v1.3 - Proposal

[RWAP]

We have created a new v1.3 branch of the PrinterToPDF and welcome comments and testing.

This is basically a bit of a code tidy, with all of the configuration options moved to the top of the file - it also incorporates a read_byte_from_file function which attempts to read raw Epson data from 1.prn

It also has the improvements for handling 9 pin dot matrix printing, which we have recently added to our Retro-Printer module software.

Just not had chance to test it even compiles today!!
