Just to log a conclusion to this
it turned out the "standard" TI-99/4a printer cable I had purchased turned out to be anything but standard
I stripped out an IC inside the plug and rewired a couple of cables to the correct locations and now it's working great (in 8 bit mode as well, so compatible with my existing retro-printer settings)
