PCB doesn't line up with RPi

PCB doesn't line up with RPi

On both the RPi 2+ and RPi3 the standout holes don't seem to line up. Do we have different dimensions for RPi in the USA or do we just need to adjust the PCB size to match?

You can see the center line of the standout offset to the PCB hole.
