cupsf.conf is never blank. Are you sure you entered the command as per your post - you put ect instead of etc in the nano command.

The correct command is

nano /etc/cups/cupsd.conf

The IP address is assigned automatically by your router not by us

You also would need to restart the Retro-Printer after updating the cupsd.conf.

Or enter the command:

Made the change to /etc/...I got a little closer.. get a "Forbidden..You cannot access this page." message. Take care.

That is most likely your firewall or browser because there is not a security certificate on CUPS.

I enter nano /ect/cups/cupsd.conf....it was blank. I copied and paste the updated CUPS.conf that you posted, ctrl-X, saved. closed SSH. Re-opened SSH, re-entered /ect/cups/cupsd.conf... it was still listed. But I still haven't been able to login into https://retro-printer:631/admin/. Today I tried a windows 10 laptop on wifi, still would get the same messages. I recieved the new Retro-Printer module, but haven't installed it, but I am using the new SD card (not sure if it's 3.22 or 2.33). Was the cupsd.conf suppose to be blank ?. Makes my wonder about the raspberry software on the card. Is the IP address of retro-printer still 192.168.1.12:631 if I remember correctly, this is from two years ago. Take care.

I too just ran into this issue and was able to solve the problem.
1. completely delete the blank cupsd.conf
2. run this command: sudo dpkg-reconfigure cups
3. using nano access the cupsd.conf file
4. look for access, admin access and config files access areas that look like this:

Order Deny,Allow
</Location>
In my case I had to manually add my laptop's LAN IP AND fallback IP to gain access:
<Location />
Order Deny,Allow
Allow 127.0.0.1
Allow 192.168.0.xxx (or whatever your local IP is)
</Location>
5. run this command: sudo service cups restart
These steps resolved my access issues immediately. Still cant print but that's a whole other story
